California’s AI Watermarking Bill Supported by OpenAI, Microsoft, and Adobe

OpenAI, Microsoft, and Adobe are backing the AB-3211 bill in California, which requires tech companies to label AI-generated content. The legislation mandates watermarks on photos, videos, and audio recordings altered by generative AI systems. Social media platforms must provide clear labels for user-uploaded content. OpenAI, Microsoft, and Adobe expressed support in letters to Assembly member Buffy Wicks. The goal is to prevent misinformation, particularly during election seasons. AB-3211 has passed the state Assembly and senate appropriations committee and is awaiting a full Senate vote. TechRepublic contacted OpenAI and Microsoft for comments. AB-3211 is separate from SB-1047, another AI-related bill in California. Silicon Valley, including OpenAI, Meta, Google, and Hugging Face, criticized SB-1047, but Elon Musk expressed support. The state is considering at least 65 AI-related bills to balance innovation and consumer protection.
